Main Responsibilities: The Hospital Director shall have the
following responsibilities: 1. Core Responsibilities The Hospital Director shall provide
strategic and operational leadership for the efficient functioning, management,
and continuous improvement of all non-clinical services in support of the
clinical functions, of the hospital and shall be responsible for: a.
Planning, development, management,
monitoring, and continuous improvement of all non-clinical functions of the
hospital in support of clinical services and institutional objectives. b.
Promoting efficient, effective,
patient-centered, and responsive administrative systems to support the delivery
of quality healthcare services. c.
Working in close coordination and
collaboration with the Medical Director and other institutional stakeholders to
ensure the effective functioning of the hospital. d.
Performing any other duties and
responsibilities assigned by the Board of Governors in accordance with the MTI
Act, Regulations, Rules, and applicable policies. 2. MTI Framework and Board
Responsibilities The Hospital Director shall be
responsible for ensuring compliance with the MTI framework and implementation
of Board directives and shall: a.
Ensure compliance with the MTI Act,
Regulations, Rules, applicable laws, accreditation requirements, Board
directives, and institutional policies. b.
Ensure implementation and execution of
Board-approved policies, strategic plans, institutional priorities, and
performance targets. c.
Support the Board of Governors in achieving
the strategic objectives of the institution through effective planning,
monitoring, reporting, and performance management. d.
Facilitate the development and implementation
of institutional policies, procedures, and systems necessary for effective
hospital administration and operations. The Hospital Director shall act as the
Principal Accounting Officer of the hospital in accordance with Chapter VII,
Section 35 (Duties of Principal Accounting Officer) of the Khyber Pakhtunkhwa
Finance Act, 2022, and shall be responsible for the financial management and
accountability of the institution. The Hospital Director shall: a.
Prepare and present annual budgets, business
plans, operational plans, and periodic performance reports for consideration
and approval by the Board of Governors. b.
Ensure financial discipline, transparency,
accountability, sound internal controls, and prudent utilization of
institutional resources. c.
Ensure compliance with the MTI financial
framework, applicable financial rules, audit requirements, and all other
relevant legal and regulatory obligations. d.
Monitor financial performance and implement
appropriate measures to ensure financial sustainability, value for money, and
efficient resource management. e.
Ensure that all financial transactions,
procurement activities, and utilization of public resources are carried out in
accordance with applicable laws, rules, regulations, and Board-approved
policies. 4. Non-Clinical Administrative
Responsibilities The Hospital Director shall be
responsible for the management and oversight of all non-clinical and support
services of the hospital and shall: a.
Oversee and manage effectively
administrative, procurement, human resources, engineering, maintenance,
information technology, security, logistics, supply chain, and other support
services of the hospital. b.
Ensure the maintenance, development, safety,
and optimal utilization of hospital infrastructure, equipment, utilities, and
engineering services. c.
Supervise the development and performance of
ancillary and support services, including but not limited to pharmacy, nursing
administration, materials management, communications, security, and other
non-clinical services, in coordination and collaboration with the Medical
Director. d.
Establish and strengthen systems for quality
improvement, operational efficiency, risk management, digital transformation,
and institutional performance monitoring across all administrative and support
functions. e.
Develop and maintain effective working
relationships with regulatory authorities, government departments, development
partners, academic institutions, and other relevant stakeholders on matters
relating to hospital administration and operations. f.
Establish appropriate monitoring and
accountability mechanisms, including key performance indicators, to ensure
efficient utilization of resources and achievement of institutional objectives. Perform any other duties
and responsibilities assigned by the Board of Governors in accordance with the
MTI Act, Regulations, and applicable policies. Note: Those who have already applied for the above
